During the session of assembly, while answering the Questions, supplementary Questions, Calling attention notices, discussions on budgets, Resolutions and other discussions, Government makes promises and gives assurance of many kinds. There is Committee to get implemented the promises and assurance given by the Govt., Namely, Government Assurance Committee. The Committee is nominated by the Hon'ble Speaker Under Rule 238 of the Rules of Procedure and Conduct of Business in Punjab Vidhan Sabha. This Committee consists of thirteen members. The Chairman of Committee is also nominated by Hon'ble Speaker.
This functions of the Committee are to scrutinize the assurances, promises and undertakings, given by ministers from time to time on the floor of the House and to report thereon.
Assurances are placed before the Committee under rule 7 of the Internal Working Rules of the Committee and only approved assurance are sent to the concerned departments which are treated as final.
A copy of final assurances is forwarded to concerned Administrative Secretaries by the Sabha Secretariat and a copy of it is forwarded to Principal Secretary, Government of Punjab Department of Parliamentary Affairs. It is necessary for the department to send required reply for information of Committee regarding each assurance within a period of three months from the date of receipt of list of final assurance. The replies are placed before the Committee for Scrutiny. If the Committee is satisfied with the action taken by the department to implement assurances, the matter is dropped. If the Committee is not satisfied, then observations in this regard are made by the committee and its copy is forwarded to the concerned department and when its reply is received, it is placed before Committee. When the Committee opines that extraordinary delay is there to implement assurance or it feels it necessary to orally examine any representative of department/Undertaking regarding special assurance, then the Committee asks the Head of Govt. Undertaking or the Secretary of the Department to appear before it for oral examination. During oral examination, Committee, if feels necessary, seeks for clarification/explanation from representatives of department/Govt. Undertaking on such points.
When scrutiny of replies regarding action taken on assurances or other matter concerned with it is completed, the Committee prepares its results and recommendations. On that basis, the Committee prepares its report. The Committee considers its report in its meeting and thereafter, when the Committee is satisfied, it is placed in the House. After its submission, copies of report (Printed) and recommendations/Observations of Committee are forwarded to Govt. and other concerned officers for information and necessary action.
